What is the EIEL?

Regulated in article 4 of Royal Decree 835/2003, of June 27, which regulates the state's economic cooperation for investments by local entities, the Local Infrastructure and Equipment Survey (EIEL) is an instrument for quantitative and qualitative analysis of services under municipal jurisdiction. It constitutes a nationwide inventory, of a census nature, whose objective is to periodically know the situation and level of local infrastructure and equipment provision, in order to evaluate the needs of these sectors, allow a correct distribution of resources, eliminating regional imbalances through better planning of public investments carried out by the Central and Local Administration in the municipalities.

It is prepared following a common methodology by the Provincial Councils (Diputaciones), Island Councils (Cabildos and Consejos Insulares), Single-Province Autonomous Communities, and the Generalitat of Catalonia, with the technical and economic collaboration of the Ministry of Finance and Public Administrations, which is also responsible for monitoring and controlling its updating and maintenance.

It covers all municipalities with fewer than 50,000 inhabitants in the national territory, with the exception of the Autonomous Communities of the Basque Country and Navarre, because they have their own *foral* regime and are not included in the State's Economic Cooperation. It collects information at the population center level, covering at least all sectors within municipal activity, reflected in articles 25 and 26 of Law 7/1988, of April 2, regulating the Bases of Local Regime.

What is the IBBMM?

The Inventory of Municipal Assets (IBBMM) is a mandatory public registry that describes, classifies, and values all assets and rights belonging to local entities. With the approval of the Regulation of Assets of Local Entities, through Royal Decree 1372/1986, of June 13, which approves the Regulation of Assets of Local Entities, this registry becomes a fundamental tool for transparency and efficient management. Its main objective is to ensure that the administration properly uses and conserves the assets of all citizens. In this way, the Inventory not only facilitates the daily administration of our resources but also guarantees that public assets are managed with the utmost diligence.

Through this portal, the Provincial Council of Ourense makes a web portal available to all municipalities in the province to register, manage, and publish their IBBMM.
